Víhsùwsù Gíhm (/vɪ̞s/ /ˈʊwsʊ/ [rodent] [blank; plain]) is a subtropical Small City located in the Sti̊ci̊q Region of the Tetburland.
The name Víhsùwsù Gíhm is derived from the Goblin language, as Víhsùwsù Gíhm was founded by Zêpí, who was culturaly Tauran.
Climate
Víhsùwsù Gíhm has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Víhsùwsù Gíhm receives an average of 148 cm/y (58 in/y) of precipitation, most of which comes in the form of rain during the spring. Víhsùwsù Gíhm covers an area of nearly 15 km2 (6 mi2), and an average elevation of 2400 m (7874 ft) above sea level.
Overview
Víhsùwsù Gíhm was founded durring the early 14th century in spring of the year 1340, by Zêpí. The establishment of Víhsùwsù Gíhm was somewhat plagued by a lack of willing colonists, leading to Zêpí electing to pay people to resettle in Víhsùwsù Gíhm.
Víhsùwsù Gíhm was built using the conventions of Tauran durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Víhsùwsù Gíhm is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Víhsùwsù Gíhm is buildings are arranged arround a network of narrow flagstone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The city's exceptionaly well made fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.
A look around Víhsùwsù Gíhm makes it abundantly clear the city suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye.
Civic Infrastructure
Víhsùwsù Gíhm has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Víhsùwsù Gíhm has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Víhsùwsù Gíhm. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Víhsùwsù Gíhm's parks.
Víhsùwsù Gíhm has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Víhsùwsù Gíhm.
Víhsùwsù Gíhm has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Víhsùwsù Gíhm has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Víhsùwsù Gíhm has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Víhsùwsù Gíhm has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Víhsùwsù Gíhm has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Víhsùwsù Gíhm's public wards, blessings, and other arcane systems.
Víhsùwsù Gíhm has an Administrative Academy which trains individuals in the administrative arts.
Víhsùwsù Gíhm possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Víhsùwsù Gíhm's grid is powered by an arcane means.
Víhsùwsù Gíhm has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Víhsùwsù Gíhm's natural decorations nor waterways.
Víhsùwsù Gíhm has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Víhsùwsù Gíhm has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Víhsùwsù Gíhm has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.
Víhsùwsù Gíhm's bank was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.
In Víhsùwsù Gíhm all of the cats speak the local language with prefect diction.
The Phase Spider near Víhsùwsù Gíhm are known to be almost tame, such that they can be put to domestic use.
Víhsùwsù Gíhm's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves creating small tokens to channel Transmutation energies of tier 2 via proclamations.

History
In time immemorial, reportedly some time during the early 2nd century a great storm brought so much rain to Víhsùwsù Gíhm. The resulting flood was isolated to the area around Víhsùwsù Gíhm, which was swallowed by the waters for several days. Víhsùwsù Gíhm lost 106 people, 196 livestock, and 82 buildings in the disaster. The disaster is remembered as the Doom Drownings.
